Abstract: Objective. This article analyzes the policies for making university curricula more flexible and their translation into concrete decisions within study plans, based on a comparative study of 64 degree programs at the University of the Republic (UDELAR), Uruguay, and the National University of Río Negro (UNRN), Argentina. Methodology. through a review of institutional documents, plans, and curricula in effect as of 2023, the meanings attributed to flexibility in both contexts are qualitatively examined. Relevant variables for comparison are identified and analyzed using bivariate tables and graphs, considering the area of knowledge and the duration of the degree programs. Results analysis. the results show that less than half of the plans explicitly incorporate the notion of flexibility as a feature of their design. At UDELAR, strategies such as optional and elective courses, the incorporation of common subjects, and credit-based organization are prominent, while at UNRN these strategies are incipient or residual. Furthermore, both universities exhibit a highly structured transition from the first to the second year, resulting in a process with limited flexibility. Conclusions. Overall, the findings reveal uneven progress in incorporating curricular flexibility and persistent tensions in the organization of educational pathways. Rather than offering recommendations, this article provides critical insights situated within the context of recent transformations in higher education and the relationship between curricular policies and their implementation.

Abstract: The incidence of overweight and obesity is alarming worldwide. In Argentina, multifactorial studies are scarce despite the high rates of overweight and obesity in the child population. In this study, we evaluated the prevalence of overweight and obesity in children and their associated risk factors from a multicausal perspective. We analyzed sleep habits, screen use, chronic stress in children and their caregivers, social relationship problems, diet, and physical activity.

Of the 397 first- and seventh-grade children who completed the questionnaires, 41% presented overweight or obesity. Children with obesity showed lower levels of physical activity, lower consumption of protective foods, higher risk of sleep disorders, higher levels of chronic stress both in children and their caregivers, and a higher peer rejection index. Widespread screen use before bedtime was observed in most children.

This study demonstrates the diversity of factors associated with this issue and highlights the importance of using a multidimensional approach to address childhood obesity. Likewise, the results suggest the need to consider lifestyle habits as a preventive and therapeutic strategy for the treatment of this disease from early stages.

Abstract: The proposed project aims to create a digital platform that enables recycling, reuse, and waste reduction in small and isolated towns. Through a mobile and web application, residents will be able to offer, sell, donate, or exchange items such as clothing, furniture, appliances, and other unwanted goods, under the supervision and verification of municipal authorities. This platform will contribute to the circular economy and promote the sustainable use of resources, ensuring trust through an identity verification and user rating system. The system will offer an innovative solution for reducing waste and fostering a culture of reuse. It is also considered an alternative to social media, where the safety of users cannot always be guaranteed and where fraud and scams are prevalent. In this regard, managing user identity, including address and personal data, will be a fundamental component for participation in the system.

Abstract: The project involves the design of an information system that incorporates several interacting systems. The source of the information is a collaborative mobile application used by the citizens of a county. This information system focuses on developing Smart City capabilities and is used for urban tree management. The expected beneficiaries or stakeholders are: (1) the city's environment and public health; (2) the urban area, where its tree capacity is determined; (3) the citizens who participate and interact with the system; (4) the municipality, which improves the management of green spaces and, in turn, understands the tree population to carry out care and maintenance actions; and (5) private companies, which improve their social responsibility actions through meaningful actions.
A tree survey system in a city collects crucial information for urban tree planning. This system enables authorities and all residents to make informed short-, medium-, and long-term decisions, addressing aspects such as the management and maintenance of public and private spaces. Furthermore, it facilitates the involvement of civil society, encouraging citizen participation in the preservation of the urban environment. The ultimate goal is to obtain quantitative data that supports efficient environmental management and thus improve the quality of life of city dwellers while ensuring sustainability and public health.

Abstract: Significant discrepancies between the simulated and measured resonant frequencies in printed antennas often originate from over-simplified dielectric modeling. We present a validation strategy based on the frequency-dependent adjustment of the real part of the relative permittivity εr(f), motivated by the discrepancies between the simulated and measured return loss. We present V.N.A measurements for the return loss of micro-strip patch antennas printed on PCB and explain some details of the finite element simulations. The commercial platform employed, the materials and the boundary conditions, particularly, the implementation of a frequency-dependent permittivity function. We discuss the implications and validity of the present approach and finally show the agreement between the predicted and measured return loss in a broad frequency range. Abstract: The aim of this paper is to present the research decisions involved in an ongoing ethnographic study of students’ collaborative writing practices within a three-week entrance course at the Social Communication Faculty (Universidad Nacional de Córdoba, Argentina). The research strategy was designed to meet the dynamics of an intensive course to produce different types of data through a variety of instruments. In this
article, we focus on three key instances of data collection (which are connected to three moments of the course): a student survey delivered at the start of the course; observation of digital literacy events during a class activity to become familiar with Google Docs as a writing platform; and talk-around-screen interviews once students had turned in their final collaborative writing task (i.e. a reading report). We describe the research choices that we made throughout the fieldwork period, present some preliminary results and
outline some conclusions about the potential of the approach adopted for the study. We conclude that interweaving these different types of data sources yielded a broader and more complex view of the writing practices carried out by students during their first contact with academic literacies in higher education.

Abstract: This reflection article recovers the theoretical-methodological decisions taken in an ethnographic study of reading and writing practices in a secondary school for adults, with the aim of generating alternative approaches to the “deficit perspective”. Based on the contributions of the New Literacy Studies and the sociolinguistics of writing, two central approaches are developed: the first is to think of the classroom as a contact zone, in which subjects with different literacy trajectories and positions regarding the school assessment regime converge; this allows us to understand with greater precision the mismatches that arise in
relation to school tasks and to capture the alternative resolutions that students produce, overcoming a standard/deviation view. The second shift consists of analyzing the students’ productions, not only as finished texts, but in terms of the use of their communicative resources, highlighting their capacity for agency in mobilizing these resources based on their own criteria of adequacy. Finally, the possible contributions of this approach to the design of transformative pedagogical proposals are considered, which conceive classrooms as rehearsal spaces in which students can explore new possible voices.

Autor(es): Cambarieri, Mauro Germán; Amico, Bruno Gabriel; Santagati, Adriana
Abstract: In a growing context of digital modernization, the public sector seeks to adopt digital technologies to improve the efficiency, transparency, and accessibility of its services. In 2018, through Decree No. 19/18 (Province of Río Negro, 2018), the Province of Río Negro adhered to the Federal Commitment for the Modernization of the State (Government of Argentina, 2017) and approved its Provincial State Modernization Plan (Province of Río Negro, 2018). In accordance with these commitments, the Ombudsman's Office of Río Negro (DPRN), with the support of the Secretariat of Special Programs and Liaison with the Federal Investment Council (CFI) of the Province of Río Negro and the CFI, formulated its first Institutional Strategic Plan (PEI) (Ombudsman's Office of Río Negro, 2023). This proposes a new organizational model aimed at improving the performance, quality, and public value of the services provided, through process reengineering, the incorporation of information and communication technologies (ICTs), and results-oriented management. That same year, the DPRN initiated an internal digital transformation process as part of its institutional modernization program, defined in guideline number two (2) of its Institutional Strategic Plan (PEI). This paper presents the proposed technology and architecture for digital asset management, outlining concepts, technical application details, and explaining the context for its use, as well as associated benefits and necessary technical resources.

Abstract: The UNRN Bachelor's Degree in Systems is promoting a project to implement a microcredential system that allows for the digital and verifiable certification of specific skills acquired during training. This initiative responds to labor market demands and aligns with the requirements established by the Ministry of Education, according to Higher Education Law No. 24,521 and Resolution 1558/2021, which define accreditation standards, core content, and graduate profiles based on specific competencies. Microcredentials offer timely and agile certification of these capabilities, providing value to students and graduates before employers and institutions. The project is structured into two components: an Organizational-Regulatory component, which establishes the conditions for approval and operation of the system, and a Technological component, which contemplates the use of Verifiable Credentials (VC) proposed by the W3C. This technology guarantees authenticity, integrity, and portability through cryptographic mechanisms, eliminating intermediaries in validation. In addition, it is proposed to join the MIT Digital Credentials Consortium, which will allow UNRN to join an international network, access best practices and contribute to the development of open standards, positioning the initiative with global projection

Autor(es): Wielfling, Fernanda
Abstract: Within the disciplinary community of social anthropology, ethnography is understood as an approach, a method, and a text (Guber, 2001). The ethnographies, the object of this research, represent the textualization resulting from fieldwork (Marcus & Cushman, 1982). This article presents an analysis of ethnographies published in specialized Argentine journals, from the perspective of the complex genre or macrogenre (Martin, 1992). To this end, Systemic Functional Linguistics (SFL) provides the theoretical framework for the analysis of academic discourse, in particular the stratified concept of genre, register, and language (Eggins & Martin, 2003). Under the category of complex genre or macrogenre, ethnography integrates basic genres such as narrative, descriptive, and argumentative through ideational strategies of projection and expansion (extension, elaboration, and amplification). Furthermore, to address the study of these extensive texts, the concepts of macrotheme and macrorheme allow us to understand the structure and the particular rhetorical-functional framework in which macrorhetorical movements can be identified (Hasan and Reza, 2004). This work aims to contribute to the understanding of specific discursive practices within the disciplinary field of anthropology and, complementarily, to evaluate the usefulness of LSF's theoretical tools for the analysis of academic discourse.

Autor(es): Montemayor Borsinger, Ann; Coria, Ana María; Porto, Melina
Abstract: This paper analyzes, from a multiliteracies perspective, the relevance of processual multimodal perspectives for L2 tasks in university settings, given their potential to refine the use of qualitative assessments. In particular, it examines a task based on maus, a graphic novel about the Holocaust by American cartoonist Art Spiegelman,
which includes the two central semiotic modes of image and language. The theoretical framework is based on Meyer et al.’s multiliteracies model, which considers the integration of content and language to be fundamental to learning. Students were asked to design an alternative book cover for Maus and write about it. While the
literature has emphasized the possibilities and limitations of each mode, here we focus on the interdependent nature of these modal sets, considered as task-relevant products of a broader learning process that takes into account different embodiments of meaning-making. Three samples were selected from a corpus composed of 46 alternative covers of the graphic novel and their descriptive texts. The selection was based on a qualitative evaluation in the tradition of Systemic Functional Linguistics, considering the notion of more effective and less effective choices that realize meaning depending on the context. We first describe the multimodal process-based task that takes into account multiliteracies and their contexts of use, and then we discuss the qualitative evaluation processes, taking into account the notion of a modal set. Based on the contrastive analysis of the most effective and least effective covers with their corresponding texts, we illustrate the potential of this type of task for qualitative process-based assessment and its implications for language teaching at the university level.

Abstract: This article examines the representation of nature in art through an exploration of various perspectives on the landscape as a concept linked to the human gaze upon a territory. The objective is to develop a specific and situated approach; therefore, a defined corpus of analysis will be addressed. The discussion of the work of Patagonian artist Lorraine Green will serve to illustrate the capacity of art to construct landscapes. In this regard, by revisiting the heuristic processes involved in the creation of such landscapes, it becomes possible to appreciate the power of artistic perception in that act of “making visible,” a notion that in this paper is invoked while acknowledging its polysemic implications.

Abstract: This article examines the heuristic potential of curatorship as a research process through a retrospective analysis of the exhibition The Construction of the Desert. 1878-2021, designed by the Plataforma Horizontal collective, of which we are part (UNRN). Displayed in 2021 at the “Juan Sánchez” Municipal Museum of Fine Arts in General Roca/Fiske Menuco, the exhibition brought together diverse visual materials —artworks, documentary and photographic records— to challenge the narratives of the “Conquest of the Desert”, the 19th-
century military occupation of Patagonia that annexed Indigenous territories to the Argentine National State. We propose categorizing the exhibition as site-specific curatorship, as it engages with the sociopolitical tensions of the local context. By revisiting official narratives, we highlight the power of montage as a tool for crafting alternative narratives that amplify dissident voices and memories silenced by History.

Abstract: Over the past few decades, contemporary art has shown a growing tendency to use archival material as a source for the production of aesthetic experiences -a phenomenon that is expressed through a plurality of poetic operations that explore modes of appropriation and re-signification of documents from diverse origins.
Considering this phenomenon, this article examines the dynamics at play in Inakayal Vuelve. Bordar el genocidio Mapuche (“Inakayal Returns. Embroidering the Mapuche Genocide”), an artistic project by Argentine artist Sebastián Hacher that resignifies a corpus of photographs belonging to the photographic archive of the Museum of Natural Sciences of La Plata, taken in the 19th century within the context of the military
campaign over the Patagonian territory known as the “Conquest of the Desert.” We propose that, through specific dynamics characteristic of contemporary art, Hacher reclaims these photographs not only to observe their visible aspect -that consolidated by the official narrative- but also to probe the traces of what has been silenced: the spectral records of the hidden side of the National State’s so-called civilizing enterprise, thereby
bringing latent pasts to the surface.

Abstract: This study documents the presence of juveniles of Ramnogaster arcuata, Brevoortia aurea, and Patagonotothen sima in the Negro River estuary, Argentina. Specimens were collected in February 2022 using trawl nets. The detection of these early ontogenetic stages provides evidence of the use of the Negro River estuary as a site for reproduction and early development, contributing to the ichthyological knowledge of northern Patagonia.

Abstract: This article addresses the experiences of the outreach team with the outreach project La palabra también Golpea#PongámoslePunto, of the Universidad Nacional de Río Negro in connection with the Zonal Hospital Dr. Ramón Carrillo. The objective is to raise awareness about the effects that daily violence has on the health of the community. Based on the outreach experience in secondary schools, the project proposed to raise awareness in primary schools in Bariloche. It was shown that school is a key resource to positively influence the violent behavior of students, since it acts in the affective management of children and, in addition, in their families. Since emotional education prevents violence, the outreach team developed Dados de Emociones, a game whose main objective is to help children express their emotions and make situations of violence visible. The Convention on the Rights of the Child considers play as a child’s essential right, being a fundamental need for their physical, social and emotional development. Play allows children to work on their emotions by relating to them and, in turn, to their environment. Dados de Emociones is a transversal project that links health centers, children with their families, the educational community and the university, from the perspective of critical outreach. This work presents the experiences gained through Dados de Emociones.
