Its use contributes to mitigating the environmental impact of energy production, favoring the transition to more sustainable models by reducing carbon emissions in industries that are difficult to electrify, from an economic and logistical perspective. In this context, the German Fraunhofer Institute evaluated the economic and technical feasibility of producing Green Hydrogen on a commercial scale in the province of Río Negro. In response, the provincial government promoted actions to raise awareness of this topic among the public through talks, virtual meetings, and information campaigns. It also established a cooperation agreement with the National University of Río Negro (UNRN), which led to a short-term university program called the University Extension Diploma in Green Hydrogen. This paper analyzes the process of building a Social License (SL) for projects related to the development of Green Hydrogen in the province, based on this academic training framework. It establishes the scope of the Diploma cohorts as a basis for citizen participation and detects evidence of the construction of a Social License and Citizen Participation, in accordance with the guidelines established in the Escazú Agreement, on hydrogen production and development projects in the province. An opinion survey was conducted among Diploma participants, structured around two thematic axes: participation and public environmental information on Green Hydrogen, and the relevance of this training in building a SL for large-scale Green Hydrogen projects. The results show that the Diploma facilitated a broad dissemination of knowledge about renewable energies and the use of Hydrogen, generating initial instances of informative participation, in accordance with the provisions of the Escazú Agreement.

Título: Diversidad de peces en el estuario externo del río Negro, Rio Negro, Argentina Autor(es): Ulloa, Víctor Andrés Abstract: Wetlands are aquatic ecosystems that include marshes, swamps, and estuaries, the latter being considered transition areas between freshwater and marine environments. Estuaries are crucial for biodiversity as they serve as habitats for various fish species, especially during juvenile stages. They also play a fundamental role in human economic activities, such as local and artisanal fishing. However, overfishing and pollution threaten the health of these ecosystems. The Río Negro estuary, located in the Patagonian region, is an example of a wetland facing the aforementioned ecological pressures. Despite its importance, there are few studies on its ichthyofauna and socio-environmental aspects. The aim of this study was to survey the fish species of the external Río Negro estuary to provide data that promote conservation and fisheries management in the area. The methodology consisted of seasonal sampling over the course of a year at four sites in the Río Negro estuary. Each sampling was conducted during low tide and the transition to high tide. Additionally, contributions from local sport fishermen were included. A total of 2,905 fish were collected, belonging to 11 species, 10 families, and 7 orders. First-time records included Engraulis anchoita, Ramnogaster arcuata, Brevoortia aurea, and Patagonotothen sima. The silverside (Odontesthes argentinensis) and B. aurea represented 95.55% of the most captured species in the samplings, with silverside being the only species recorded in all stations. Regarding the information provided by fishermen and supplemented by the data from this study, a total of 29 species, 25 families, and 17 orders were recorded. For the first time, the Simpson Diversity Index was calculated for the Río Negro estuary, with the highest value obtained during the summer season (0.45). The Length-Weight relationship was also estimated for the most abundant species (B. aurea, O. argentinensis, and R. arcuata). Using the data collected, the Relative Condition Index (Kn) was calculated for each of the previously mentioned species at each developmental stage analyzed. Finally, the presence of juveniles at all sampling sites indicates that the populations complete their life cycle in this section of the Río Negro, confirming the importance of such ecosystems for marine biodiversity. Additionally, measures for the conservation and management of fishery resources in the estuary are necessary.

Título: Evaluación de las poblaciones de Bovichtus argentinus en el intermareal rocoso de la Patagonia : un enfoque morfométrico para el manejo Autor(es): Lang, Ariana Caren Abstract: The study of fish populations is essential for understanding their responses to environmental pressures, species conservation, and the sustainable management of marine ecosystems. Bovichtus argentinus is a poorly studied benthic species that inhabits the rocky intertidal zone of the Argentine Sea, with a distribution ranging from Mar del Plata to Tierra del Fuego. Its population structure and connectivity along the Patagonian coast have not yet been characterized, which hinders its management and conservation. This study analyzes the population structure of Bovichtus argentinus along the Argentine Patagonian coast through otolith morphometry, aiming to identify possible population differentiations along a latitudinal gradient. Samples were collected from five localities, from El Espigón (41º S) to Comodoro Rivadavia (45º S), capturing 125 individuals from the low intertidal zone using hand seines. Their sagitta otoliths were extracted and analyzed through classical and geometric morphometry, using shape indices, Fourier descriptors, and wavelet coefficients. To assess population differences, multivariate statistical analyses were applied, including Linear Discriminant Analysis (LDA) and PERMANOVA. The results revealed significant morphological differences in the otoliths between the studied localities, indicating the possible existence of at least two differentiated populations. One of these groups includes individuals from El Espigón, Las Grutas, Playas Doradas, and Playa Magagna, while the other corresponds to fish from Comodoro Rivadavia. This differentiation could be related to oceanographic and biogeographic factors, such as the influence of the Patagonian Current, the physical characteristics of the abrasion platforms, and tidal dynamics in each area. The observed differentiation highlights the importance of otoliths as a tool in identifying stocks and managing marine resources.
