The objective of this work is to design a strategy for the adoption of open data that allows its integration into an Open Data Portal for the province of Río Negro. This is part of the research project “A Data Governance Framework for Digital Transformation in the Province of Río Negro” developed at the Applied Informatics Laboratory, Atlantic Campus, National University of Río Negro. Since the approval of the Open Data Plan (Decree 117/2016) and the Law on Access to Public Information (Law 27.275) at the national level, government agencies have begun to publish data in order to promote transparency and facilitate citizen access to reusable information. Considering the Río Negro Province Data Governance Bill and the guidelines of the research project “Data Governance for Digital Transformation,” this paper discusses different concepts, methodologies, benefits, and challenges, and reviews best practices and lessons learned from international, national, and subnational open data initiatives. This will allow for the development of a guide for publishing open data in Río Negro. In this context, the role of open data as a key resource and its potential to generate sustainable value, contributing to the overarching goal of a citizen-centered digital transformation and provincial development, will be analyzed. The project proposes smart glasses that project subtitles in real time using Artificial Intelligence and Cloud Computing technologies. EchoLens was presented at the Huawei ICT Innovation Competition 2024/25, winning third place nationally, and was declared of interest by the Río Negro Legislature (Declaration No. 334/2025). The methodology employed includes the physical design of the glasses and the software architecture, with two main approaches that allowed for the analysis of future improvements and long-term technical challenges. We will examine how the categories of intersectionality—gender, race/ethnicity, and social class (Hill and Bilge, 2016; Viveros Vigoya, 2016)—appear in each film. We will also study how territoriality (Bendetti, 2011) appears in each film. We will analyze the editing techniques and the use of shots (Aumont et al., 1995), as well as the use of time (Casetti and Di Chio, 1991). Newen is a road movie, and Tierra Adentro also presents some elements of this genre. The first film uses a travelogue as a tool to reinforce the theme of movement. Like Angueira's film, Tierra Adentro divides the stories it develops through editing. There are four stories in Ulises de la Orden's film and only two in Newen.
