Pulsión reeleccionista coartada en el nivel subnacional: el caso de Argentina (2013- 2023)

Abstract

The objective is to describe and comparatively analyze the processes of disqualification of unconstitutional candidacies of incumbent governors seeking reelection in Argentine provinces (2013-2023 period). Each of the five cases that occurred in the period following the 1994 reform of the National Constitution is addressed: Santiago del Estero, 2013; Río Negro and La Rioja, 2019; and San Juan and Tucumán, 2023. Two waves of re-electionism are detected in the 2019 and 2023 electoral cycles, as well as a line of jurisprudence upheld by the Supreme Court of Justice of the Nation regarding the limits of re-election and its role as constitutional comptroller. For the analysis of the cases, a subnational comparative perspective is adopted, together with the main dimensions identified in the political science literature on subnational authoritarianism and its possibilities for change. This article addresses a subject that has been little studied in the political science literature and contributes to the knowledge of the Argentine case on the territorialization and multiscalarity of unconstitutional reelection processes and their checks and balances.
