Abstract

The general objective of this paper is to analyze the governance schemes within the CONICET and the implications in the relative authority of the diverse actors, involved in the programs IDB 1- Global Science and Technology Program (1979) and IDB 2-Research Scientific and Technological (1986) financed by loans from this financial institution. For the The paper is based on the following research question, What were the schemes of governance that were configured within CONICET during the period 1976-1989 and what role Did the IDB 1 and IDB 2 loans play into the relative authority of the actors? This work was based in a theoretical and data triangulation. The main data collection techniques were, on the one hand, the semi-structured interview and, on the other, the analysis of various types of documents (primary sources such as documentary material, reports, records and minutes, reports officials, laws, S&T plans, resolutions, and official statistics, etc.).
