Título: Noticias y vacunas Covid-19 en Argentina. Un análisis de modelación temática
Autor(es): Cruz-Mendoza, Erick; Levin, Luciano Guillermo; Milillo, María Ayelén
Abstract: The analysis of media coverage presents itself as a central element for understanding the development of the Covid-19 pandemic, as it provides key insights into its dynamics and management. In this context, media agendas have been shaped by emerging knowledge about the SARS-CoV-2 virus, the measures implemented by governments, the positions of international health institutions, and technoscientific advancements aimed at controlling the virus’s spread and reducing mortality. From the outset, the World Health Organization
(WHO) identified vaccines as a central component of strategies to overcome the crisis. This raises questions such as: What were the predominant themes in media coverage of Covid-19 vaccines? Did the topics and framings change as the pandemic progressed? And what model of science communication prevailed over time? This study analyzes news content from the Argentine newspapers Clarín and La Nación published between January 30, 2020, and December 24, 2021. It applies the Latent Dirichlet Allocation (LDA) topic modeling
technique and, following a comparative content analysis, identifies a six-topic model: the description of the pandemic at the national level, the international context of the pandemic, coverage of cases in minors, the pandemic’s progression in the provinces, vaccination and vaccines, and the consequences of vaccination. The results help identify the predominant topics from the onset of the pandemic through the arrival of vaccines, revealing a communication approach grounded in medical and educational models, centered on the
dissemination of expert-driven information intended to guide public behavior.

Título: Approximating the impact of COVID–19 on regional production in countries with scarce subnational data: A proposal and application for Argentina during the first wave
Autor(es): Niembro, Andrés Alberto; Calá, Daniela
Abstract: In this paper we propose an index to approximate the territorial economic impact of the COVID–19 pandemic in contexts with scarce or outdated regional data, which is often the case in developing countries. This index is based on data that are usually available in most countries: a) the sectoral productive structure of the regions, b) the operational level of each sector, c) the mobility of workers in each region, and d) the possibility of remote work among sectors. The empirical application for Argentina describes the impact of the pandemic on regional production during the second and third quarters of 2020, both for the provinces and labor market areas. Our results show that the regional impact of COVID–19 on private economic activity was highly heterogeneous between and within provinces. The proposed index is also highly correlated with sporadic official data coming from national agencies, while it has a wider geographical and temporal scope, especially in terms of labor market areas.

Abstract: The activities of university extension and linkage and technology transfer deal with issues that overlap and complement each other, reflecting the involvement of the university with its socio-productive environment through the flow of knowledge and technologies. In the face of the COVID-19 pandemic, the measures initially adopted by the Argentine public management national universities involved a wide range of extension and transfer actions in response to the main demands that arose in the aforementioned situation of health emergency situation. In this context, we set out to identify the main changes produced in the exercise of the third university mission, referring to university-environment collaboration and mainly known as extension, linkage or transfer. To do this, 3 universities with different characteristics related to their origin, historical background and territorial extension were selected: the National University of Río Negro, the National University of Quilmes and the National University of La Plata

Abstract: Within the framework of the call for proposals, this article reflects on the tensions that thepandemic exacerbated between health as a universal right, the particular rights of indigenous peoples, and the regional health practices of these peoples. From there, it seek to analyze the way in whichthrough the regulations and protocols to prevent the spread of COVID-19, sanctioned by the ArgentineState, forms of government were administered in Foucauldian terms to make people live (and theircounterpart of letting die) that came into tension and excluded other ways of living belonging toindigenous peoples (and the respective normative frameworks that guarantee the right to their ways oflife). To problematize these exclusions, we will focus mainly on the claims made by the indigenousmovement and, in particular, by Mapuche communities and organizations, which were articulating arequest for them to let them live. Letting live implied a complaint regarding the implementation of healthmeasures which, as they were being managed, did not guarantee access to health for these peopleswithin the biomedical system, nor the continuity of their own health practices and systems.

Autor(es): Debandi, Natalia; González, Anahi; Guemureman, Silvia; Sander, Joanna
Abstract: The COVID-19 pandemic brought major changes in everyone's lives. The preventive measures of isolation and social distancing, the effects of the retraction of the labour market, and the vicissitudes involved in the reproduction of everyday life, had differential repercussions on different social groups. The deepening of economic inequalities among those who were already vulnerable and unprotected is evident. Young migrants have been one of the most vulnerable groups during the pandemic. In this sense, analyzing their experiences, even with their internal diversities, makes it possible to highlight some of the impacts in terms of exclusion from rights (OAJ REPORT, 2020). In this article, we are interested in addressing three aspects that reveal the before mentioned diagnosis: limitations to territorial mobility, working conditions and access to education for young migrants. For this purpose, we will mainly use the data and results of the First National Migrant Survey (ENMA, by its Spanish acronym) carried out in 2020.

The effectiveness of government measures during the first wave of the outbreak

Título: The effectiveness of government measures during the first wave of the outbreak
Autor(es): Ratto, María Celeste; Cabrera, Juan Manuel; Zacharías, Daniel; Azerrat, Juan Martín
Abstract: Objectives
The Covid-19 pandemic changed the humanity life. Millions of deaths and infections that spread rapidly around the world made all countries take measures to stop the outbreaks and assume the enormous consequences that the Coronavirus is leaving behind. The challenge has been enormous; governments across the world have implemented a wide span of nonpharmaceutical interventions to mitigate the Coronavirus pandemic (SARS-CoV-2) and its consequences in economic terms. The aim of this article is to analyze the effects that different kinds of measures taken by Latin American governments had on the daily new infections. The countries analyzed were Argentina, Bolivia, Chile, Colombia, Costa Rica, El Salvador, Guatemala, Honduras, México, Panamá, Peru, Paraguay, Dominican Republic, Uruguay and Venezuela.
Methods
A time series cross-section analysis was performed, which allows studying the evolution of the number of daily cases over time and by country. The timeframe of this study was from the day the first case of coronavirus was registered in a country, until September 14, 2020. We used data from Covid-19 Dashboard database of Johns Hopkins University and the Oxford Covid-19 Government Response Tracker data set.
Results
The Stringency Index did not have a significant influence at the beginning of the pandemic but turned out to be significant and inversely related to DNI during Phases 2 and 3. On the contrary, the Economic and the Sanitary Containment Index was not statistically significant for any of the phases. Furthermore, the level of wealthfare of a country, measured from its GDP per capita, exerts a substantive conditional influence on the management of the Covid-19 crisis.
Conclusions
The scenarios have been changing and strategies had to change as well in order to be successful because they lose effectiveness and have increased social costs with time. Therefore, understanding the relative effectiveness of such measures had on the disease spreading during the first wave of the outbreak, could help governments to make more informed decisions about how to control future outbreaks of the Covid-19 pandemic

Autor(es): Malvicino, Facundo Ezequiel
Abstract: We estimate a monthly coincident index of regional economic activity for the Argentinean province of Río Negro from 2004 to 2020. We considered a set of series related to the economic cycle, assuming that there is a common unobservable factor that we estimate using dynamic factor models. The scarce and outdated official data for regional economic indexes justify this attempt, although it imposes another methodological problem related to the choice ofa benchmark series. Despite the methodological issues, the estimated index reproduces the economic growth of Río Negro, and it allows analyzing the impact of exogenous shocks like COVID-19 on economic activity. The results confirm that the worst economic effect of the pandemic happened during the most stringent sanitary measures between March and April. In December of 2020, the recovery was not enough to reach the pre-pandemic levels of economic activity.

Abstract: The multidimensional impacts of the pandemic continue to cut across all contexts of human life. A good part of the spaces that we used to "inhabit" before 2020 now requires to be observed with other categories of analysis such as connected space, non-connected space. They are reconfigured by virtue of the scope that each space has in terms of connectivity. This phenomenon is part of the habits, customs and modes of individual and collective life. Private life was been mediatized and, in this contex, t there are countless examples of how cultural expressions were also impacted. The article tries to describe a change of era in which artistic activities were impacted, cancelled, reconfigured in a state of exception that we never thought before. The lines of thought that are considered are from Walter Benjamin, Byung Chul Han, Borys Groys, Judith Butler, and Andrea Giunta in between others.

Autor(es): Lobba Araujo, Juan Mauricio; Tozzini, María Alma; Casalderrey Zapata, María Constanza
Abstract: On March 9, 2021, two sources of fire broke out in Lago Puelo, Northwest of Chubut, and by joining made way to an environmental catastrophe as the region had never seen before. In this paper we aim to describe, on the one hand, the historical reasons that made this event possible, and on the other, the particularities that the COVID19 pandemic took in this territorial unit. In doing so, we seek to show how both were
linked to the historical forms of territorial construction in the region of the Comarca Andina del Paralelo 42, and how they raised different risk scenarios. The objective is to analyze how these emergency scenarios, one recurring and one extraordinary, related to one another generating a crisis. To do this, we rely on epidemiological and fire management statistics, data collected from interviews and field observations,
government reports and journalistic notes. The analysis of the case confirms the structural nature of territorial production in the construction of risk. Thus we argue that unless they are modified, emergencies will persist either in their extraordinary (COVID 19 pandemic) or recurrent (wildfires) mode.

Autor(es): Malvicino, Facundo Ezequiel; Attaguile, Miguel Darío; Ruiz, Santiago
Abstract: We estimate a monthly index of local economic activity for San Carlos de Bariloche between 2006 and 2020. A set of series related to the economic cycle is considered to estimate an index which represents the local economic activity. The index shows the exogenous events that affected local economic growth and allows estimating the impact of COVID-19. This is the first estimation of a single economic index for the city which represents a contribution to local statistics. However, the problems with the availability of official data -specifically those collected by the Municipality of Bariloche- represent a significant limitation for the continuous updating of the index. The missing data is compensated with statistical techniques to forecast the general index (6 series) from a partial index (3 series).

Abstract: The closing of schools due to the pandemic COVID 19 allows us to think about the question of the situationality of school learning. Situationality that has changed in these times. It is also interesting to substantiate the question of whether the new school conditions in which learning takes place - the school with its new materiality and its particular ways of ordering and regulating people, times, spaces.
